Procurement DirectorHospital Sector M/F

Location: Djibouti (east Africa) , Local Contract- No Remote

Position Summary

The Procurement Director is responsible for leading, structuring, and optimizing the entire procurement and supply chain function of the Hospital. The role ensures the strategic sourcing, acquisition, availability, and cost‑effective management of all medical, pharmaceutical, biomedical, hospitality, and operational supplies essential to hospital operations. The Procurement Director safeguards compliance, transparency, quality, and efficiency across all purchasing activities, while supporting clinical and administrative departments with reliable, timely, and ethical procurement services.

Key Responsibilities

Procurement Strategy & Compliance

  • Define and implement the hospital’s procurement strategy and policies.
  • Ensure compliance with international healthcare standards, transparency, and audit readiness.
  • Drive cost‑optimization while safeguarding quality and patient safety.

Sourcing & Supplier Management

  • Select and manage local and international suppliers for medical and non‑medical goods.
  • Negotiate contracts and service agreements to secure best value.
  • Monitor supplier performance, conduct audits, and manage risks.

Medical & Pharmaceutical Procurement

  • Oversee purchasing of medical devices, consumables, pharmaceuticals, and critical care supplies.
  • Ensure regulatory compliance and collaborate with clinical teams to forecast needs and avoid stockouts.

Supply Chain & Inventory Management

  • Supervise inventory planning, stock levels, and replenishment across all departments.
  • Optimize logistics, warehousing, and storage conditions for sensitive items.
  • Reduce waste, expiries, and overstock through data‑driven planning.

Contracting & Vendor Performance

  • Lead tendering, RFPs, and competitive bidding.
  • Track vendor KPIs, delivery performance, and contract compliance.
  • Resolve supplier issues with legal and finance teams.

 Financial Oversight & Reporting

  • Manage procurement budgets and support annual financial planning.
  • Track savings and procurement KPIs.
  • Report risks, performance, and opportunities to executive leadership.

Team Leadership

  • Lead and develop the procurement and supply chain team.
  • Ensure continuous training on ethics, compliance, and best practices.
  • Foster a culture of accountability and operational excellence.

Qualifications, Skills & Experience

  • Bachelor’s degree in Supply Chain, Business Administration, Logistics, or related field; Master’s preferred.
  • Professional certifications (CIPS, CPSM, CSCP, PMP) considered a strong asset.
  • 10–12 years of procurement/supply chain experience, including 5+ years in leadership—ideally in a hospital setting.
  • Proven expertise in international sourcing, medical procurement, and contract negotiation.
  • Strong knowledge of medical equipment, consumables, and pharmaceutical supply chains.
  • Skilled in supply chain optimization, vendor management, and contract compliance.
  • Excellent negotiation, analytical, financial, and communication abilities.
  • Ability to perform under pressure in a fast‑paced, mission‑critical environment.
  • Strong leadership and cross‑functional collaboration skills.
  • Fluency in English required, French highly desirable.
