Senior Manager – MCF MERL Lead

Job Summary

If you know that Monitoring Evaluation Research and Learning (MERL) is key to better program design and implementation that can transform access to financial, social, and economic inclusion of youth and women in Francophone Africa. If you have experience in a range of quantitative and qualitative research techniques, an history of using research to derive deep, transformational insights and drive innovation , able to think strategically and analytically, have strong facilitation abilities, consensus-building skills, and executive communication ,presentation skills,analytical abilities and quantitative and qualitative research skills.

Description

  • Lead the delivery of technical assistance to clients while ensuring high quality of delivery, and strict adherence to timelines
  • Mentor team members and help them in their professional development
  • Contribute to organizational development by being a team player and upholding organizational culture, values, and reputation
  • Develop and publish knowledge resources by identifying key issues, lessons learned, and best practices in projects undertaken with various clients and in different geographies
  • Be open and willing to travel and spend more than 60% of the time on on-site assignments

Responsibilities

  • Develop and submit proposals to generate business
  • Create trusting relationships with clients
  • Conduct feedback assessments with team members right after assignment execution in line with the quality control guidelines
  • Assist and support the development of other staff by providing guidance and advice where appropriate
  • Build internal capacities of the staff on banking and financial services, emerging technologies, and their potential to the inclusive finance sector
  • Take ownership of self-development by acquiring skills and knowledge to add value to the organization
  • Participate in project set-up and de-briefing meetings
  • Lead and deliver on projects and assignments
  • Execute projects with the utmost diligence, attention to detail, and focus on quality
  • Make presentations of outputs of consulting projects to senior management of clients, policymakers, and government ministries
  • Review reports and presentations developed by team members
  • Lead report writing and data analysis
  • Develop linkages with key staff of the client to gather project-related information
  • Review training courses delivered, the curriculum developed, and technical assistance provided to clients

Qualification and Experience:

  • 10+ years of experience in MERL-related working experience. A deep understanding of civil society and the government and private sector in the region and experience with the monitoring and evaluation of youth and gender-focused initiatives would be assets
  • Master’s degree or higher in international development, social sciences, or related field with a strong grounding in quantitative and qualitative research methods
  • PMP preferred, PRINCE 2 or other project management certification
  • Experience managing and executing monitoring and evaluation activities for donor-funded programs, including experience monitoring and evaluating capacity development, policy reform, and gender and youth inclusion activities
  • Demonstrated abilities in qualitative and quantitative M&E methodologies appropriate to complex change processes and capacity development and knowledge management, and organizational learning
  • Demonstrated ability to use monitoring and evaluation findings to inform adjustments to program to maximize project effectiveness
  • Experience coordinating with the governments and organizations in the WAEMU region, and local communities, for the design and implementation of surveys and other data collection techniques
  • Demonstrated knowledge of rules, regulations, policies, and procedures as they relate to project and program compliance and reporting to bilateral or multilateral funders; experience with donor-funded projects preferred
  • Previous experience in consulting or research will be an advantage
  • Experience in delivering large projects
  • Should have a demonstrable passion for inclusive finance
  • French and English at Professional level Must!
